SUPPORTING WOMEN AND YOUTH

TERMS OF REFERENCE FOR THE FINANCE ASSISTANT

(1 Position, Lusaka)

1.0 INTRODUCTION

The Ministry of Commerce, Trade and Industry (MCTI), through the Citizens Economic Empowerment Commission (CEEC), in Zambia is implementing the Skills Development and Entrepreneurship Project (Herein referred to as SDEP or the Project), financed through a loan from the African Development Bank (AfDB).

The Citizens Economic Empowerment Commission is a body corporate established through the enactment of the Citizens Economic Empowerment Act No. 9 of 2006 to foster broad-based economic empowerment. Broad-based economic empowerment is defined in the Act as ‘the economic empowerment of targeted citizens, citizen influenced companies, citizen empowered companies and citizen owned companies through diverse but integrated socio-economic strategies that include ownership of productive assets and resources, increasing the levels of employment in the formal sector, increasing household incomes, expanding literacy and skills development, and ensuring preferential procurement and access to services of state institutions.

The principal objectives of the Project are to:

  • Support job creation, promotion of gender equality and poverty reduction amongst women and youth through skills development and entrepreneurship;
  • Improve the capabilities and the competitiveness of the Micro, Small and Medium Enterprises (MSMEs) in the Light Manufacturing and Cassava Value Chain to increase economic diversification and the development of economic opportunities;
  • Increase MSME productivity and competitiveness through improved light manufacturing enterprise infrastructure and entrepreneurship as well as the development of business and technical skills; and
  • Increase incomes for farmers and promote rural employment through the development of the cassava value chain.

2.0 DUTIES AND RESPONSIBILITIES

Reporting to: The Project Accountant

Subordinates: Nil

  • Maintain accounts payables ledgers and ensure that all supplier invoices and contract payments are captured and updated into the Pastel Accounting System.
  • Ensure that all outstanding travel imprests are fully retired and retirement forms together with field reports are attached to payment vouchers, and ensure that all unretired travel imprests are recovered.
  • Ensure that all finance documentation are properly and systematically filed to facilitate quick retrieval and proper transaction referencing.
  • Process petty cash reimbursements and prepare weekly petty cash count reports.
  • Prepare all cheque payments and supporting documentation
  • Undertake bank runs to perform bank agency duties.
  • Assist in keeping the fixed assets register updated with all details and ensure capital additions /disposals are updated to the asset register on a timely basis.
  • Assist with updating the records of expenditure justifications.
  • Assist with capturing of all cashbook transaction in Pastel on a daily basis.
  • Assist with the management of stores by ensuring all stock purchases and issues are updated into the Pastel Accounting System.
  • Prepare Project Accounts and financial statements in line with International Financial Reporting Standards and in compliance with CEEC and AfDB requirements;
  • Undertake highly, effective and detailed communication with the Project Accountant;
  • Report and analyse problems all problems experienced with the project accounts, so that remedial actions can promptly be taken;
  • Perform other responsibilities as may be assigned by superiors from time to time.

3.0 QUALIFICATIONS AND SKILLS

  • Finalist qualified ZICA Licentiate, ACCA, or CIMA
  • Must be a member of ZICA
  • Proficiency in Pastel Evolution
  • At least 3 years’ relevant work experience

4.0 DURATION OF THE ASSIGNMENT

The duration of the assignment shall commence from the 1st of October 2016 and shall be renewed annually, based on performance, up to the closing date of the Project (31st December 2020).

5.0 LOCATION

The Finance Assistant will be located within the Project Implementation Unit of the CEEC, Lusaka, Zambia.

6.0 LANGUAGE OF ASSIGNMENT

The language of the assignment shall be English Language.
