Job Description

Background

SNV is preparing for the upcoming Scaling up Nutrition (SUN) 2.0 Fund Management Programme, supported by DFID. The programme is expected to offer a robust and adaptive approach to support the Government of the Republic of Zambia (GRZ), SUN Technical Assistance and Learning and Evaluation (L&E) providers in realising Zambia’s nutrition targets. The programme covers initially 15 districts and will be extended to 30 districts in the second year. It covers a period of 5 years, with an inception phase of 5 months.

Overview of the Position

The Team Leader will have overall responsibility and accountability of the SUN Fund Program which includes ensuring the contract between DFID and SNV is implemented as agreed and in line with SUN 2.0 Program Structure, overall program management, supervision of human resources, administration, logistics, procurement; managing consortium partners, and ensuring quality control and timeliness of all deliverables including reporting as required by the donor.

Key Responsibilities

  • Manage the overall programme set-up and design, development and implementation of the fund;
  • Strengthen SNV’s collaborative relationship with Steering Committee, Line Ministries, and provincial and district authorities and other stakeholders;
  • Update the work plan and budget periodically and in response to actual implementation opportunities and challenges;
  • Account and report to the donor and consortium partners on programme performance and progress;
  • Prepare Fund reports;
  • Executive Secretary of the SUN Steering Committee and representing the Fund both in-country and internationally;
  • Monitor and ensure performance of the programme and ensure that all milestones are met according to donor requirements, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from work plan(s);
  • Overall management of resources allocated to the project;

Qualifications

  • A postgraduate qualification in Economics, Finance, Development or equivalent (background in Agriculture and/or Nutrition forms an added value);
  • A minimum of 8 years or more in managing large donor-funded development programs;
  • Demonstrated experience in leading projects that incorporate a large Fund Management component;
  • A background in managing teams of national and international experts;
  • Demonstrated ability to build and maintain relationships with government representatives, donors, other donor-funded projects and other stakeholders;
  • Results orientated and commitment to accountability;
  • Work experience in Sub-Saharan Africa is essential;
  • Excellent communication (written and oral), reporting and presentation skills; and
  • Fluency in English
