Final Evaluation of the Electoral Project Local Individual Contractor | UNDP | Lusaka | Full-Time


The project “Consolidation of the Electoral Process in Zambia: Support to the Electoral Cycle 2015-2018” provides targeted demand-driven support to the Electoral Commission of Zambia (ECZ) and other national entities to enhance the quality and credibility of electoral processes. The project is a UNDP-managed multi-donor basket project that amounts to around 7.7m USD and is funded by the European Union, DFID, Irish Aid, USAID and UNDP.

The project focuses on developing the capacity of the ECZ, enhancing public confidence in election results, strengthening modalities for dispute resolution and support to electoral partners and stakeholders, including the Ministry of Justice, political parties, media entities, CSOs and security agencies. The project has also provided technical and material electoral assistance to the IEC in support of the 2016 general elections and referendum and subsequent lessons learned activities.

Project activities fall within the following five key outcome areas:

  1. Enhanced institutional and functional efficiency of the ECZ to conduct quality and cost-effective elections;
  2. Improved integrity of outcome of elections;
  3. Political party management and planning capacities and women leadership in political parties enhanced;
  4. Institutional effectiveness of early warning, incident mapping, and alternative dispute resolution mechanisms; and
  5. Enhancing Media’s credibility in the electoral process.

The project started in February 2016 and runs to 31 December 2018. The project hereby seeks a national evaluation consultant to conduct a final evaluation of the project.
